How to report Dog Fouling in Blackpool

I am aware from surveys completed on here, that Dog Fouling in the local area is a regular concern for Blackpool residents, and one that you feel could do with additional joint efforts to resolve.

Whilst most dog owners are caring, responsible individuals, there are still some people who do not clean up after their pets. 
We understand how frustrating and disgusting it is to have this all over the pavements, on your doorstep and on your shoes! Not to mention the potential health implications that this can bring.

Whilst we do work with partners to address concerns raised with regards to dog fouling, including joint patrols of our open green areas to ensure dog owners are acting in a responsible manner, target patrolling of repeat problem locations and assisting the council to identify repeat offenders. Incidents of dog fouling are for Blackpool Council to address. We encourage you to report your concerns by using the link below. Blackpool Council where evidence is available, will, and have issued fixed penalty notices to owners not cleaning up after their dog. And where a person is persistently causing issues, will use their civil order powers such as community protection warnings to address matters, which if not adhere to, can eventually lead to prosecution.

The responsibility for cleaning up dog fouling is ultimately the owner or handler of the dog. However, bodies with a duty to keep land clear of litter and refuse, or highways clean under s. 89 of the Environment Protection Act 1990, are required under the Litter (Animal Droppings) Order 1991, to keep the following types of land clear of dog faeces: 

Any public walk or pleasure ground; • Any land laid out as a garden and used for the purpose of recreation; • Any part of the seashore which is frequently used by large numbers of people, and managed by the person having direct control of it as a tourist resort or recreational facility; • Any esplanade or promenade which is above the place where the tide flows; • Any land not forming part of a highway, which is open to the air, which the public are permitted to use on foot only, and which provides access to retail premises; • A trunk road picnic area; • A picnic site.
